New bipartisan bill plans for $1 billion for civics education

By: Education Week

A new bipartisan proposal would not only increase the federal government's investment in civics education, but will also require states to participate in the nation's only gauge of student learning in civics and history every two years. Currently, the government’s investment, known as the American History and Civics grants, comes to about $5 million annually. This money goes towards things like teacher professional development. This new proposal would bring about $1 billion towards the development of history and civics.

The bill was proposed by  Rep. Rosa DeLauro and Rep. Tom Cole and already has the support from many social studies and civics organizations. The proposal states that the majority of the funding would go towards supporting four different grants. First, there would be a grant that goes towards the states and would be used to fund districts in order to help their civics programs. The second grant would be for nonprofit organizations that provide civic training, and the third would be for higher-education teacher preparation programs. Finally, the fourth grant would go towards supporting research in studying civic learning and effective teaching methods.

The first three grants would “prioritize districts and providers serving traditionally underserved rural and urban students and English-language learners” (Stephen Sawchuk, Education Week).

It is now up to the legislators and appropriators of the Capitol to decide whether this will be included in an upcoming funding bill. However, the bipartisan nature of the bill is a very promising and hopeful start to the future of civics education in the United States.
